TEC Assists Shops at Saugus, LLC with 100,000 SF Development

July 25, 2007 - Saugus, MA

TEC has recently prepared a Traffic Impact and Access Study and signal design for Shops at Saugus, LLC in support of the proposed development of the former Diplomat restaurant and function hall site along Route 1 in Saugus. The function hall and restaurants have since been demolished, and the current proposal consists of a new 100,000 SF shopping center, including retail space and high-turnover sit-down restaurant space.

TEC evaluated the traffic operations for multiple intersections surrounding the Diplomat site under existing conditions, future no-build conditions assuming re-occupancy of only a small portion of the former use, and the conditions following the introduction of new traffic generated by the proposed redevelopment.

The study reports existing traffic operating conditions at key intersections within the study area, as well as the anticipated future conditions as traffic volumes increase due to background growth, specific nearby projects in the construction stages, planned roadway projects, and the specific volumes generated by the site's redevelopment. To remain consistent with other traffic studies, TEC coordinated with the Town of Saugus Planning Department to further identify future projects and plans relating to traffic increases. This study was prepared to provide traffic analyses for the 2006 Existing Conditions and 2011 No-build and Build scenarios for the weekday evening and Saturday midday peak periods as recommended by MassHighway for retail projects.
